State Reserve Sub-Department Region I Conducts Fumigation Venting for 750 Tons of Rice Aid to the Philippines

The delegation included Ms. Nguyen Thuy Hong, Deputy Director of State Reserve Sub-Department Region I; Mr. Bui Van Long, General Director of Vitranimex Transport and Trading Joint Stock Company; representatives from the Technical Preservation, Administration and Organization, Inspection, Reserve Goods Management, and Finance & Accounting divisions of State Reserve Sub-Department Region I; as well as representatives from Plant Quarantine Sub-Department Region V.

At Nam Dinh Vu Port, State Reserve Sub-Department Region I coordinated with Vietnam Fumigation Joint Stock Company, Plant Quarantine Sub-Department Region V, Vitranimex Transport and Trading Joint Stock Company, Vinacontrol Group JSC – Hanoi Branch, and Hai Phong Port Customs Branch Area III to carry out fumigation venting, cargo inspection, and plant quarantine procedures for rice containers. Simultaneously, customs clearance procedures and vessel loading operations were completed.

According to the schedule, on May 17, 2026, the first shipment carrying 750 tons of rice in 30 containers will depart from Hai Phong Port for Cebu Port, Philippines, where the cargo will be handed over onboard the vessel to the designated receiving authority of the Philippines.

Speaking to Finance and Economics Magazine, Mr. Do Quoc Long, Director of State Reserve Sub-Department Region I, stated that pursuant to Decision No. 106/QD-BTC issued by the Ministry of Finance, the General Department of State Reserves assigned State Reserve Sub-Department Region I to release and transport 2,000 tons of national reserve rice from Hai Phong Port to Cebu Port (Philippines) for delivery to the Philippine Department of Social Welfare and Development (DSWD), the designated recipient agency.

The 2,000 tons of rice meet the quality standards prescribed for national reserve rice under Vietnamese National Technical Regulation QCVN 06:2019/BTC. The rice is ordinary white rice with a maximum broken grain ratio of 15%, packed in white polypropylene (PP) bags with a net weight of 50 kilograms per bag. Each bag is affixed with an official aid label.

For transportation, the rice is shipped in 20-foot containers, each carrying 25 tons of rice, equivalent to 500 bags.

Previously, on January 21, 2026, the Ministry of Finance issued Decision No. 106/QD-BTC on the release of national reserve rice to support the Philippines in overcoming the consequences of severe flooding. Under this decision, the General Department of State Reserves was tasked with providing, free of charge and under emergency relief provisions, 2,000 tons of rice from the national reserve stockpile. The rice would be transported to Cebu Port and handed over on behalf of the Government of Vietnam as humanitarian assistance to the Government of the Philippines.

To implement Decision No. 106/QD-BTC, the General Department of State Reserves issued Decision No. 26/QD-CDT on January 21, 2026, assigning State Reserve Sub-Department Region I to release, free of charge and under emergency relief procedures, 2,000 tons of rice from the first 2025 procurement batch of the national reserve stockpile for transportation to the Philippines in accordance with the approved plan.
